I am a member there. It's fun; make your own plots and packs! I will post this site's ad there, so you don't have to worry about link backing or anything.
Caiuka is an excellent, active site with over a thousand characters made and about a hundred users. It has a map and currently allows up to 10 packs, though the territory claim system is under revision at the moment. There is a no-wait no-hassle character creation process which allows halfwolves and dholes (asiatic orange foxlike wolves) and easy, often one click adoption of old characters. It also has automatic pup generation, using the unique stork system. Simply fill out the parents, and click, and you have your pups (you may have to wait for the other player to accept the mating request if you don't own both the characters yourself).
It has a 40+ character minimum, and requires basic grammar and spelling, and doesn't allow power play or godmoding, but is otherwise very lax rule-wise.
